There is a spot of wall on the landing of our basement stairs that has been getting soggier as the summer progresses. We've had lots of rain, and every time it rained hard enough, the spot would be damp. I finally called someone who advertised in the Pennysaver and he came this afternoon.
He said since it was such a slow leak, and he couldn't find any obvious places outside where it could be coming from, that we should just take the paneling off, put up plastic against the wall, and replace the paneling. He said that's what he would do if it was his house. He said since it is just damp, and not actual dripping water coming in, it would not be worth ripping out the stairs and doing whatever those guys do to damp walls. He said we'd be remodeling half the house by then, and it would be crazy expensive.
So hopefully I didn't miss asking any questions about it, but it seemed like an ok soulution to me. He said you can keep an eye on it from the pipe closet, you can see all the way under the stairs - I hadn't known that before, though I think Jon did.

Uncle Jay will be calling you he would like to talk to Jon. Plastic is NOT the way to go, there is some kind of paint/sealent to put on that will keep the moisture OUT. Plastic will just let it sit behind there and cause mold/other problems. Love Aunt Prudence
